Fastboot oem device id remote 'unknown command'

erasing cache FAILED (remote: unknown command) finished. My device is HTC desire 820s dual sim with usb. I've also tried using the Windroid toolkit, but that crashes every time I tried to get token ID as well. FAILED (remote: unknown command) finished. In case anyone thinks it is, I can tell you right now it is NOT a T-Mobile variant. Fastboot allows you to re-flash partitions on your Android device. C:\android-sdk-windows>fastboot oem getidentifiertoken. I've also tried switching from Windows 10 to a Windows 7 VM but that didn't help. I already tried using the official SDK Platform Tools newest and older versions, and Minimal_ADB_Fastboot_v1.4.3. When I run 'fastboot oem unlock' and some other variations of the command, it gives the error 'FAILED (remote: unknown command)' and I've tried several things to fix it. I want to unlock my bootloader for custom ROMS and rooting but ran into some problems during the process.
